Steve Shepherd is the creator and director of On The INLETS, providing leading-edge training programs for Law Enforcement and Intel entities.

He has 23+ years experience in counterterrorism investigations and counterintelligence operations. He served as the FBI’s representative and board member for the FBI National Academy Associates in MD and DE from 2017 through 2022.

As an FBI Special Agent, Steve served in MD and DE as a Behavioral Analysis Unit Coordinator and Active Shooter Program Coordinator focused on pre-indicators of violent offenders, cold cases, mass shootings, and other violent crimes. He also served on the FBI BA Tactical Maritime Team.

Assigned to the FBI NY Office from 1998-2004, he served on the FBI JTTF in New York City and then on US Virgin Islands JTTF from 2004-2006 working with state and local agencies responding to and investigating terrorism-related threats and acts of violence.  There he responded to and investigated crimes on the high seas, acts of terrorism, and conducted Intelligence Operations in NYC and throughout the Caribbean, including a member of the case squads for the USS Cole bombing, 9/11 attack in NYC and the 2001 NY City Anthrax mailings.

In 2006, he was promoted to Supervisory Special Agent in the Weapons of Mass Destruction Directorate (WMDD) at FBIHQ. There he led the development of WMD training programs for the FBI training academy and designed multi-jurisdictional level trainings for state and local agencies.

An Adjunct Instructor at the FBI Academy, Steve resides in central Maryland and holds a Master’s Degree in Criminology from Indiana University of Pennsylvania.
