A botched assassination attempt with enough Novichok nerve agent to kill thousands, the small town of Salisbury, England was just the start. Responders and citizens were hospitalized, contaminated structures and vehicles contaminated needed to be mitigated and the attempted assassins needed to be located.Boston Marathon Bombing, with FBI JTTF, Boston
On April 15, 2013, two pressure cooker bombs exploded in the vicinity of the Boston Marathon finish line. Three people died, including an eight year old boy, and over 260 people were injured. Eighteen people suffered amputations as a result of the blasts. The presentation will provide a detailed timeline of events, beginning with the response to the bombings and concluding with the successful prosecution of Dzhokhar Tsarnaev. Discussion of the challenges conducting this complex terrorism investigation, the importance of interagency cooperation, and the lessons learned during the investigation and successful prosecution of the case.Advanced Fatal Fire Scene Techniques, with ATF
In 2020, a working collaboration between the Bureau of Alcohol, Tobacco, Firearms and Explosives and Western Carolina University was created. This joint venture combined WCU’s Forensic Anthropology Research Station (FOREST) with ATF’s multitude of fire investigation resources. The partnership has a core mission of utilizing the expertise and resources from both institutions for the purposes of advanced training and forensic research involving burned human remains. The gained techniques and knowledge are intended to elevate an investigator’s skillset while conducting fatal fire scene investigation. Since inception, the partnership has provided advanced professional instruction to law enforcement, fire service, legal, forensic, and medicolegal investigative personnel from across the United States and Canada.January 6 Response – A Lesson in Preparation, with DC Fire and EMS
January 6, 2021 and the events that occurred at the United States Capitol have provided multiple lessons and reaffirmed the importance in preparation and collaboration. Utilizing lessons learned from prior incidents and events, relying on pre-existing relationships and multi-agency collaborations, DC Fire and EMS was able to address incidents that unfolded at the Ellipse as well as the U.C. Capitol.
Child & Adolescent Forensic Interviewing Considerations for Fire Cases, with FBI BAU and Victim Services
Fire investigations are complex endeavors which, in some circumstances, may rely heavily on accounts provided from young children or adolescent witnesses, victims, and even the alleged offender. Recognizing the success of an investigation may depend on what is learned during an interview, it is imperative the framework of these interviews be structured in a manner which promotes detailed and accurate statements. For children and adolescents, it is widely accepted that using a researched-based protocol to elicit disclosures from victims and witnesses is the best way to obtain investigative information in a developmentally sensitive and unbiased way. Through the use of a Child/Adolescent Forensic Interviewer (CAFI), fire investigations can be enhanced when applying this trauma-informed way of interviewing child witnesses and victims. This presentation will address best practices for use of a CAFI, cognitive and linguistic development of children and adolescents, as well as recommendations for trauma-informed interviewing.Times Square Attack, with FDNY
