The 13th Mid-Atlantic INLETS:

Violent Crimes & Terrorism Trends

The VC & TT seminar provides an agenda focused on identifying and investigating extremism, radicalization, hate, and violent crimes. 
The topics are presented through case studies, multi-session workshops, and breakouts. 
This course is designed for local, state, federal, and military/Intel investigators and analysts and risk and safety practitioners.

General Sessions:

Visual Intelligence with Amy Herman, Featured Presenter

Amy Herman, who has degrees in law and art history, returns to INLETS bringing her message of the Art of Perception: how to assess, analyze, and articulate what we observe. To practice these skills, she presents numerous works of art integrating with responding to real-life crime.  Featured at TED Talks, she regularly instructs for the FBI, CIA, NYPD, and other major companies, including Google.

Also known as the Long Island Serial Killer, the Manorville Butcher, or the Craigslist Ripper, the Gilgo Beach serial killings were a series of murders spanning from the early 1990s until 2011 in Suffolk County, New York.  The cold case investigation led to the June 2024 arrest of Rex Heuermann, a Manhattan architect and resident of Long Island, has been charged in the murders.

What are they, how are they getting made, and how do you track them down? A look at case studies, building cases, and prosecuting offenders.

The case study on what many refer to as the “GPS case.”  The complex investigation using a T-III and introducing GPS as an investigative tool, the case went all the way to the US Supreme Court.  This drug trafficking case study reveals key elements to ensuring your investigative tech tools meets legal rigor.

The Salisbury Poisonings, was a botched assassination attempt to poison a former Russian military officer and double agent for the British Intelligence in the city of Salisbury, England.  The target and his daughter were poisoned by means of a Novichok nerve agent. They lost their home and all their possessions because of contamination. Investigators said that the perfume bottle containing the nerve agent contained enough to potentially kill thousands of people. Health units built a seal around the property and a military team dismantled and removed the buildings.  This was repeated at 12 other locations throughout the small town.

The Case Study of the Islamist domestic terrorist attack.  The Tsarnaev brothers planted two homemade pressure cooker bombs that detonated near the finish line of the race 14 seconds and 210 yards apart. 

The case agent shares details of the multi-agency manhunt, impact of technology in investigations, and working multiple crimes scenes.

Workshops: Multi-day PM sessions, like a mini-series, totaling 4.5 hours of instruction

Stalking with Cari Robins, FBI BAU

Voyeurism. Grooming. Hunting.   Different words defining how Subjects identify then target their prey.  A look at the violation that is commonly used in acts of violent and heinous crimes but seldom charged.  Hear case studies and learn concepts to use this charge to protect victims and further cases.

ISIS, Al Queda, Hamas, Hezbollah are often thought to be separated from the US by thousands of miles of ocean and desert.  This workshop looks at the impact of International terrorism, how it gains foothold in US communities through the internet, and how the attacks are inspired abroad but fostered and planned to be carried out in the homeland.

The Tribute to Heroes Evening Program

The opening day of the VC&TT course includes a reception and dinner program entitled The Tribute to Heroes Program.  The night includes a plated dinner, where we recognize worthy peers and reflect on our fall officers.
The program is included in registration. Attendees may purchase tickets for their guests.

The Fallen Officers Tribute reflects on those we have lost over the past year.
To some, they were husbands, wives, parents, children, siblings, friends, and fellow colleagues.  To all of us, they were “friend.” And in their last full measure, they served.

“Its just part of the job.” Often said.  And true.  In no other profession is the surreal and sublime  a daily expectation by superiors and strangers. 
No matter the crisis or the challenge, the expectation is that we act with immediacy, empathy, decisively, and wisely based often on limited information and even less time.
We recognize these worthy peers for their efforts and contributions. 

Events Of The Week

The Five O’Clock Somewhere Gathering

Tuesday: 5:00pm-7:00pm. Enjoy the sunset with views of the harbor from dockside.  Liaison with other attendees while unwinding from the educational agenda.  
Hotel shuttle provides free transportation to and from historic Annapolis.

Enrichment Visit: 

Wednesday:  The group travels to a venue in Washington, DC or Maryland that resonates with why we heeded the call and entered the profession.   Transportation provided.  Guests of attendees welcome.
